On Saturday, white nationalists including neo-Nazis, the KKK, and the “alt-right” held a rally/riot in Charlottesville, VA. In the immediate aftermath, President Trump said “many sides” were to blame for the violence. Again on Tuesday, Trump drew a moral equivalency between white nationalists and those who opposed them in Charlottesville. These statements were widely interpreted by many, including by white nationalists, to be a tacit endorsement of white nationalism. How did Congress react?

We analyzed 327 communications issued by Members of Congress on Saturday, August 12th. On that day slightly more than half of Congress weighed in on Twitter and in press releases — 152 Democrats and 133 Republicans (285 total). When we analyzed the language and the timing of congressional statements, several trends emerged.

  • 2/3s of those who weighed in on Charlottesville prior to Trump’s 3:33 p.m. statement were Democrats.
  • Democrats were 3 to 7 times more likely to condemn white nationalists by name than Republicans.
  • Only 7% of Congress condemned white nationalists by name prior to Trump’s 3:33 p.m. speech — 34 Democrats, 5 Republicans, and 1 Independent.
  • By the end of the day, 19% of Congress condemned white nationalists by name — 77 Democrats, 24 Republicans, and 1 Independent.

Many Republicans took their cues from Trump. Of the 102 Members of Congress who tweeted out on Charlottesville prior to Trump’s statement at 3:33 p.m., 2/3s were Democrats (67) and 1/3 were Republicans (34). By comparison, of the 184 Members of Congress who tweeted after Trump’s statement, they were more-or-less evenly divided between Democrats (85) and Republicans (99). Overall, slightly more Democrats (152) tweeted than Republicans (133) about Charlottesville on Saturday, August 12.

Republicans were overwhelmingly less likely to condemn white nationalists by name in the time before Trump spoke40 Members of Congress (7%) specifically named white nationalists in their tweets and statements issued before Trump’s speech. Of them, 34 were Democrats and only 5 were Republicans (1 was an Independent). 14% of Democrats in Congress and a paltry 2% of Republicans directly spoke out against white nationalists.

Just a handful of Republicans, like Sen. Jeff Flake (R-AZ), criticized white nationalists by name prior to Trump’s speech.

A more typical example is Speaker Paul Ryan (R-WI), who criticized “the views fueling the spectacle” but at that time did not name names. (Later that say he did criticize white nationalists directly.)

These types of communication are being interpreted (rightly or wrongly) by the white nationalists as tacit endorsement. While Speaker Ryan came out with more direct criticism later on, the vast majority of his colleagues did not do so on Saturday, even if they spoke up generically.

Republicans were still 3 times more reticent to condemn white nationalists by name after Trump spoke than Democrats62 Members of Congress specifically named white nationalists in their tweets and statements after Trump’s speech. Of them, 43 were Democrats (18% of all Democrats) and 19 were Republicans (6% of all Republicans).

There are some notable exceptions to the Republican trend. Senators Orrin Hatch (R-UT), John McCain (R-AZ), and Cory Gardner (R-CO) issued strong statements.

Overall, of the 102 members of Congress who specifically called out white nationalists on Saturday, 3/4s were Democrats.

In addition, Democrats were more vocal overall, even when they didn’t specifically call out white nationalists. 285 Members of Congress tweeted or issued statements. Prior to Trump’s 3:33 p.m. speech, 2/3s of those speaking out were Democrats and 1/3 were Republicans. After the speech, the numbers roughly equalized.

Members of Congress continued to tweet and issue statements over the last few days. It’s likely that the percentage of each party calling out white nationalists directly has gone up significantly. Even so, it is notable how much more reticent Republicans on Saturday were to (1) speak out at all, (2) speak out early, and (3) single out white nationalists by name.

Most of our analysis draws comparisons between Democrats and Republicans in raw numbers. Comparing reactions by party as a percentage of members in each party heightens the gap in responses.

Methodology

Using Twitter’s API and a list of Members of Congress on Twitter curated and maintained at the United States Project on Github, we downloaded all the tweets that contained the word “Charlottesville” made by Members of Congress on Saturday, August 12. We also used ProPublica’s Congress API to download statements made by Members of Congress. The spreadsheet is available here.

First, we downloaded each tweet or statement as well as accompanying data including when it was made, who made it, etc. We then automatically checked each tweet or statement for the following words: White, Right, Nationalist, Fascist, Racist, Supremacy, Nazi. Using that as a guide, we read every tweet and statement and manually categorized them by whether they directly calling out white nationalists. Many tweets spoke vaguely about bigotry without making it clear who they were condemning — or whether they were treating white nationalists and their opponents as equivalents.

Caveats: tweets that did not contain the word Charlottesville were not included, and there’s no way to know whether a press statement was issued prior or subsequent to Trump’s statement. In addition, statements made in other media (like on Facebook or TV) were not included unless it was obvious from the tweet. The value of this information is the trend it shows, not necessarily any particular tweet. It’s possible that a Member of Congress who made what we deemed a generic condemnation of bigotry meant to specifically call out the white nationalists — but either that wasn’t apparent to us or we made an error in our review.

Using this information, we answered the following questions (1) How many members of Congress said something on Saturday? (2) Did they say it before or after Trump’s speech? (3) Did they call out white nationalists specifically or make a generic statement? (4) How does this break down by party?
