We’re rebuilding the First Branch’s ability to represent the people over special interests and conduct oversight of the Executive branch after decades of systematic underfunding and authoritarian power grabs.

We shape the official Rules that govern how Congress functions
We engage with federal appropriations at every step of the process — successfully encouraging Congress to invest in transparency, modernization, and the Legislative branch as a whole.
We demystify the appropriations process to empower Congressional staff and other civil society groups.
We provide trackers, explainers, and more to model how Congress should create more transparency.
We educate the public and Congress itself through original research, media engagement, and advocacy.
We develop and incubate tools for Congress, then lobby for Congress to adopt them.
We’re working to improve innovation within the Leg branch, but for now, we provide a little help from the outside.
OUR IMPACT
Congress is changing. Reforms we champion are being adopted. We are steadily weakening the revolving door, improving transparency, and modernizing the use of technology in Congress to enhance public oversight.
